Maximum Allowable Quantity of Liquor Without Transport Permit (CST)
The maximum limit of liquor that can be kept in possession and transported without a Transport Permit (CST) is 7.5 liters.
Maximum Allowable Quantity of Foreign Liquor Without Transport Permit (CST)
The maximum limit of foreign liquor, including beer, that can be kept in possession and transported without a Transport Permit (CST) is 80 liters.
Maximum Allowable Quantity of Toddy Without Transport Permit (CST)
The maximum limit of toddy that can be kept in possession and transported without a Transport Permit is 3 litres.
EVENT LICENSES
PROCEDURE TO OBTAIN EVENT LICENSES
1. PUBLIC EVENTS – Liquor Sale is Happening
- Should obtain a valid event license (FL 14) from the Regional Assistant Commissioner of Excise office (valid only for 1 day).
- With the FL 14 license, the applicant will receive a CST permit to transport the liquor to the event premises.
2.PRIVATE EVENTS – Liquor Sale is Happening
- Event License (FL 14) is not required.
- Transport permit (CST) is not required for events below 80 litres (foreign liquor).
- A Transport permit (CST) is required for events above 80 litres (foreign liquor).
- Liquor for private events can be purchased at a licensed retail store (wine store).
3.FL 14 EVENT LICENSE – Procedure for Obtaining Event License
- Who should get it? License applicant.
- What are the steps to follow to get it?
(i). Submit the application containing the following documents to the officer in charge of the excise office in the relevant area:

- The form letter containing the applicant’s name, address, ID number, requirement, location, date should be filled and submitted by the license applicant.
- Letter stating that the manufacturer would like to supply liquor.
- Floor plan of the ground (should mark the outlets).
- Form letter stating consent to sell liquor on the premises from premises management.
- Police report stating allowing to sell liquor in the said premises.
- A letter mentioned that part of the income from the sale of liquor is intended to be given to charity.
- Letter stating that the charity is willing to accept the donation.

(ii). Taking the report certified by the Excise Officer for SC/AC approval.
(iii). Taking the Excise AC certified letter to the Divisional Secretariat.
4.Procedure for Obtaining CST Permits for Private Functions
- A CST permit should be obtained for the event from the Excise office of the respective area.
- Who should get it? Organizer of the event.
- What documents are required?
- Event invitation card.
- A Request Letter which includes
- Number of liters intended to use.
- The place of purchase.
- Vehicle number should.
